While no explicit IT competencies appear to be available publicly, the UK Government has set targets for teacher education in Connecting the Learning Society: National Grid for Learning paralleling those of the Stevenson Report (Information and Communications Technology in UK Schools - An Independent Inquiry :The Independent ICT in Schools Commission, 1997)

  • by 1999 all newly qualified teachers will need to have met mandatory standards in ICT, set by the Teacher Training Agency, to receive the award of Qualified Teacher Status.
  • by 2002 serving teachers should generally feel confident, and be competent to teach, using ICT within the curriculum.

Concern was expressed at the inconsistent level of incorporation of ICT in teacher education and training in The annual report of Her Majesty's Chief Inspector of Schools (Office for Standards in Education DFEE, 1999) Here it was stated that only a small minority of primary phase courses have very good training in ICT (Information and Communication Technology), characterised by enabling students to develop their own skills and use them successfully in the classroom. In addition, concern was expressed that primary phase courses gave inadequate attention to the use of ICT in the teaching of reading.
